Deputy Prime Minister and Foreign Minister Ishaq Dar urged Shanghai Cooperation Organisation members to accelerate economic integration by activating essential financial mechanisms. He delivered these remarks during the 24th meeting of the SCO Council of Heads of Government held in Moscow.
Call to Strengthen Economic Tools for Regional Growth
Dar emphasised the need to operationalise various financial instruments that support development and connectivity projects. He stated that the adopted documents and joint communique would help guide future cooperation focused on regional prosperity.
He highlighted that the SCOโs agenda covers key areas such as trade, economy, culture and humanitarian coordination. According to him, this broad agenda reflects the vision of a โmature and future-orientedโ organisation.
Deeper Economic Integration Becomes a Priority
Referencing outcomes from the Tianjin summit, the foreign minister noted that the SCO is now moving toward deeper economic integration. He pointed to increased trade initiatives, better infrastructure links, and new investment partnerships as essential pillars for long-term regional progress.
Furthermore, he stressed the importance of digital economies. He said that digital transformation would play a major role in creating sustainable economic opportunities across the SCO region.
Humanitarian Cooperation and Disaster Readiness Highlighted
Dar also underscored the potential for stronger humanitarian cooperation within the organisation. He explained that Pakistan has developed a โtechnology-driven and proactiveโ disaster management framework. Moreover, Pakistan is ready to conduct simulation exercises with member states to enhance preparedness.
He added that effective disaster coordination could strengthen resilience across the region. Therefore, he encouraged all members to adopt collaborative approaches.
Engagement With Observers and Partners Encouraged
Dar urged the SCO to increase engagement with observer and partner states. He called for a shift away from โpassive observationโ and suggested involving these countries in project-based initiatives that align with their strengths.
Proposals to Activate Financial Tools and Boost Education Links
The deputy premier presented several proposals to support practical cooperation. He called for activating financial platforms such as the SCO Interbank Consortium. He also supported advancing plans for an SCO Development Bank aimed at enhancing connectivity and technical collaboration.
Dar emphasised the need to invest in human capital. He proposed expanding the SCO University Network into a consortium centered on applied knowledge. He noted that such a step would promote joint research and student exchanges.
He listed critical fields for cooperation, including artificial intelligence, information technology, agriculture, water resource management and telemedicine.
Pakistan Reaffirms Commitment to Regional Integration
Dar concluded by reaffirming Pakistanโs dedication to stronger regional ties. He said that the organisation should act as a โlaunch pad for shared successโ by enabling innovation, interconnectedness and integration across all member states.
