The Ministry of Industries and Production, through the Engineering Development Board (EDB), conducted the first Pakistan Accelerated Vehicle Electrification (PAVE) Scheme e-balloting on Wednesday. The process allocated subsidised electric two- and three-wheelers across Pakistan, Gilgit-Baltistan, and Azad Jammu & Kashmir.
Secure Digital Balloting
According to an official statement, the balloting was conducted via the PAVE Online Portal under the Balloting Oversight Committee’s supervision. A total of 269,161 applications were received for the scheme. Out of these, 40,000 applicants qualified through the secure e-balloting system.
The digital draw allocated 40,000 electric two-wheelers and 1,000 electric three-wheelers among successful applicants. Each applicant will be notified through the PAVE portal using their CNIC or Application ID. Subsidy disbursement, payment facilitation, and vehicle handover will follow approved guidelines. Original equipment manufacturers (OEMs) will ensure delivery, warranty compliance, and after-sales support.
Federal Secretary’s Remarks
Federal Secretary for Industries and Production, Saif Anjum, inaugurated the event. He described the initiative as a landmark achievement in Pakistan’s journey toward clean and sustainable transportation. He further highlighted that, under the National Electric Vehicle Policy (NEVP), 30% of all new vehicles sold in Pakistan are expected to be electric by 2030.
Subsidy Structure
The PAVE Scheme offers substantial subsidies to encourage electric vehicle adoption. For two-wheelers, subsidies of Rs50,000 under bank leasing and Rs80,000 under self-financed purchases are available. For three-wheelers, subsidies include Rs200,000 for bank leasing and Rs400,000 for self-financed options.

Officials stressed that this scheme marks a decisive step in reducing emissions and promoting sustainable mobility. With widespread participation and government support, Pakistan aims to accelerate the adoption of electric vehicles nationwide.
