Pakistan and the Asian Development Bank (ADB) signed two landmark climate resilience initiatives valued at over $300 million. The agreements aim to strengthen coastal protection, modernize agriculture, and foster inclusive development nationwide.
Sindh Coastal Resilience Sector Project
The $180.5 million Sindh Coastal Resilience Sector Project (SCRP) focuses on integrated water management, flood risk mitigation, and restoring nature-based coastal defences. The initiative also strengthens institutional and community capacity for strategic planning in vulnerable districts.
The project will be funded through $140.5 million from ADB, including a $140 million loan and $0.5 million technical assistance grant, $40 million from the Green Climate Fund, and $20 million from the Sindh government. It is expected to directly benefit more than 3.8 million residents in Thatta, Sujawal, and Badin districts.
Punjab Climate Resilient and Low Carbon Agriculture Mechanisation Project
The $124 million Punjab initiative aims to enhance climate resilience and agricultural productivity across 30 districts. Funding includes a $120 million ADB loan, a $4 million ADB grant, and $5 million from the Punjab government.
Key interventions include providing small farmers with climate-smart machinery, introducing circular agriculture to reduce crop residue burning, establishing testing and training facilities, and empowering 15,000 women through skill development and livelihood diversification.
Transformative Impact and Inclusive Growth
Secretary Economic Affairs Muhammad Humair Karim described both initiatives as transformative. The Sindh project safeguards livelihoods, food security, and biodiversity along the coastal belt, while the Punjab project promotes sustainable, low-carbon agricultural growth and inclusive development.
ADB Country Director Emma Fan emphasized Pakistanโs commitment to climate resilience, highlighting the importance of protecting coastal communities and modernizing agriculture to reduce emissions.
