Digital Transactions Deadline Set for October 31
ISLAMABAD: The Oil and Gas Regulatory Authority (Ogra) has directed all licensed oil and gas entities to adopt digital payment solutions by October 31, 2025, as part of the government’s push toward a cashless economy.
Raast QR Codes to Be Displayed Nationwide
The directive requires oil marketing companies, CNG stations, LPG and LNG operators, gas utilities, refineries, and lubricant marketers to provide digital payment options, especially the State Bank’s Raast QR code. Outlets must display the option prominently, ensuring no refusal of customers preferring digital transactions.
Consumers Retain Cash Option but Businesses Must Comply
While customers may still pay in cash, businesses are obligated to accept digital payments. Ogra noted the move supports the State Bank’s digitisation programme, enhancing financial inclusion, transparency, and efficiency across Pakistan’s energy sector. Companies should coordinate with banks or microfinance institutions to obtain free-of-cost Raast QR codes.
National Rollout from Karachi to Khyber
Officials confirmed that petrol pumps across Pakistan — from Karachi to Khyber and Azad Kashmir to Chaman — must enable QR code, debit and credit card, and mobile payments. Unlike costly POS systems, QR codes are inexpensive and easier to maintain.
Government Pushes Digital and Anti-Smuggling Legislation
Authorities highlighted successful models in India, Indonesia, and Bangladesh where cashless transactions grew rapidly. Despite existing rules, many businesses still resist digital payments, issuing paper invoices instead. The government is also introducing legislation to digitally track petroleum products from import to retail, curbing smuggling and adulteration. These practices reportedly cause Rs300-500 billion in annual revenue losses while damaging engines and polluting the environment.
