ISLAMABAD: Mir Musawwar Ali Mithani, a young candidate from Larkana who secured the top position in the Central Superior Services (CSS) Examination 2023, has been denied his preferred group allocation despite his outstanding performance.
In a letter addressed to President Asif Ali Zardari, Mithani expressed his disappointment over being assigned to the Pakistan Audit and Accounts Service, instead of his first-choice group.
He highlighted that securing the top position while representing Larkana and the province of Sindh—home to iconic leaders like Shaheed Zulfikar Ali Bhutto and Shaheed Benazir Bhutto—was a moment of immense pride for him and his community.
Calling the allocation “unjust,” Mithani has urged the authorities to take corrective measures and ensure he receives fair treatment in line with his merit.
According to CSS rules, top-ranking candidates are typically allowed to choose their preferred occupational group, while the remaining successful applicants are placed in various services by the Federal Public Service Commission (FPSC), such as Foreign Service, Pakistan Administrative Service, Police, Customs, Railways, and Accounts and Audit.
Data for the 2023 CSS examination shows that out of 28,024 applicants, only 13,008 appeared for the written exam. Of these, 401 candidates passed, and 210 were recommended for appointments—reflecting a pass rate of just 2.96% for those who took the test.
In addition, a Special CSS Examination was also held that year, receiving 21,947 applications. Of the 15,245 candidates who sat for the written portion, 519 passed, and ultimately, 141 were declared successful, resulting in a 3.20% success rate.
Mithani’s case has sparked debate over transparency and fairness in the allocation process, with many calling for a review of FPSC policies to ensure that merit is respected.
