What is the Top City controversy surrounding Faiz Hameed’s court martial?

The Pakistan Army has initiated a comprehensive inquiry following Supreme Court orders, with former Inter-Services Intelligence (ISI) Chief Lieutenant General Faiz Hameed facing a potential court-martial over alleged misconduct related to the Top City Case, the military announced on Friday.

In a statement, the Inter-Services Public Relations (ISPR) confirmed that the Pakistan Army conducted a thorough investigation based on the directives of the Supreme Court.

The inquiry revealed significant violations of the Army Act, resulting in disciplinary action against Hameed and the initiation of a Field General Court Martial (FGCM).

The Top City Case

The Supreme Court of Pakistan has mandated an investigation into the alleged misconduct of Lieutenant General (R) Faiz Hameed concerning the Top City housing scheme controversy.

The controversy revolves around accusations against Lt-Gen (Retd) Faiz Hameed and his associates regarding a raid on the Top City Housing Scheme. In 2023, Moeez Ahmed Khan, the scheme’s owner, petitioned Chief Justice Qazi Faez Isa’s bench, alleging serious breaches of legal conduct.

Khan claimed that in May 2017, personnel from the Rangers and ISI agents conducted an unauthorized raid on the Top City office and the residence of Kunwar Khan, a key figure associated with the scheme.

According to the petition, security forces seized valuable items, including gold, diamonds, and cash, under the pretext of a terrorism investigation.

Following the raid, Sardar Najaf, Hameed’s brother, allegedly contacted Kunwar Khan along with a brigadier to arrange a meeting. During this meeting, Hameed reportedly promised to return some of the seized items but withheld 400 tolas of gold and a substantial amount of cash.

Kunwar Khan has accused Hameed of malicious prosecution, claiming that retired ISI brigadiers Naeem Fakhar and Ghaffar pressured him to pay 4 crores in cash and support a private television network. The petition further indicates that several former ISI officials were allegedly involved in an unlawful takeover of the Top City Housing Society.
