Dubai’s Governance Model
Dubai: A high-level delegation from Pakistan, headed by Minister of State for Finance and Railways and Chief of the Prime Minister’s Delivery Unit, Bilal Azhar Kayani, is currently in the United Arab Emirates (UAE) to participate in a comprehensive two-day experience exchange programme.
The initiative aims to strengthen bilateral cooperation in governance, innovation, and public service excellence by offering Pakistani officials direct insight into the UAE’s modern administrative and institutional frameworks.
The programme, taking place on July 8 and 9, includes meetings with various UAE ministries and public sector authorities, particularly those involved in policy innovation and delivery. The Pakistani delegation will gain exposure to the UAE’s globally recognized governance practices, especially Dubai’s efficient and digitally driven public service model.
On the sidelines of the programme, Pakistan’s Ambassador to the UAE, Faisal Niaz Tirmizi, held an important meeting with Abdulla Nasser Lootah, the UAE’s Deputy Minister of Cabinet Affairs for Competitiveness and Experience Exchange. During the meeting, Ambassador Tirmizi expressed gratitude to the UAE leadership for their warm hospitality and support in facilitating this knowledge-sharing initiative.
Deputy Minister Lootah reaffirmed the UAE’s continued commitment to fostering close collaboration with Pakistan, particularly in areas such as public sector competitiveness, institutional innovation, and governance transformation. He underscored the significance of such programmes in promoting mutual learning and joint problem-solving between friendly nations.
In a press statement released by the Pakistan Embassy in Abu Dhabi, it was noted that this initiative reflects the growing momentum in Pakistan-UAE relations, particularly in the field of administrative reform and public service delivery.
Ambassador Tirmizi also conveyed Prime Minister Muhammad Shehbaz Sharif’s personal interest in learning from the UAE’s tax automation successes. The prime minister views the UAE’s model as a valuable example for Pakistan, which is actively working to modernize its own revenue systems to boost domestic tax collection and transparency.
The exchange programme is expected to open new avenues for cooperation between the two countries, especially in digital governance, service innovation, and institutional development, ultimately contributing to more efficient public service delivery in Pakistan.
