Government Announces Temporary Salary Relief for Employees of Autonomous and Semi-Autonomous Bodies

The federal government has announced a temporary salary relief allowance for employees of autonomous and semi-autonomous bodies, aligning it with the benefits recently granted to civil servants.

Effective from July 1, 2024, the allowance will be set at 25% of the basic salary for employees in grades 1 to 16, and 20% for those in grades 17 to 22. This benefit will be available only to organizations that have fully adopted the federal government’s pay scales.

The Finance Division has issued an office memorandum directing all ministries, divisions, and departments to enforce this policy. The memorandum specifies that the allowance does not apply to institutions and corporations with differing pay scales unless they have received approval from their board of directors or governors and the Standing Committee for Finance, provided the organization is financially stable.

Additionally, the Finance Division has stressed that no division may change the conditions of service for government employees without prior consultation. Ministries and divisions must notify the Finance Division about the autonomous and semi-autonomous bodies under their jurisdiction, detailing their pay structure and whether they have applied for the allowance.

The Finance Division will review the applications and submit them to the Standing Committee for Finance for consideration, with final approval granted by the Secretary of the Finance Division.
