Pakistan and India have conducted their biannual exchange of lists detailing prisoners held in each other’s custody, as mandated by the Consular Access Agreement of 2008. The exchange, which occurs on January 1 and July 1 each year, took place through diplomatic channels in Islamabad and New Delhi on Monday.
According to a statement from Pakistan’s Foreign Office, Pakistan handed over a list containing 254 Indian civilians and fishermen held in Pakistani jails. In return, India provided a list of 452 Pakistani civilian prisoners and fishermen incarcerated in Indian jails. Additionally, Pakistan submitted a list of 38 missing defense personnel believed to be in Indian custody since the wars of 1965 and 1971.
The statement emphasized Pakistan’s call for the immediate release and repatriation of all Pakistani prisoners who have completed their sentences in India. Special consular access has been requested for individuals, including those who are physically or mentally challenged, to confirm and expedite their nationality status.
Pakistan also urged India to ensure the safety, security, and well-being of all Pakistani prisoners until their release and return to Pakistan. The government reiterated its commitment to prioritizing humanitarian issues and continuing efforts to facilitate the prompt return of all Pakistani prisoners held in Indian jails.
Recent efforts in this regard include the repatriation of 62 Pakistani prisoners in 2023 and an additional four prisoners in 2024, underscoring ongoing diplomatic efforts aimed at addressing humanitarian concerns between the two nations.
The exchange of prisoner lists and the ongoing diplomatic efforts reflect a crucial humanitarian aspect of Pakistan-India relations, amidst broader geopolitical tensions. Both countries have periodically engaged in such exchanges to ensure transparency and adherence to international humanitarian norms regarding the treatment and repatriation of prisoners.
Despite political differences, these gestures underscore the shared commitment to resolving humanitarian issues and promoting peace and stability in the region. Continued diplomatic dialogue and cooperation remain essential in addressing mutual concerns and fostering constructive relations between Pakistan and India.
