The Lahore High Court ruled on Tuesday that stray dogs deemed incurable and dangerous should be euthanized using humane methods.
The decision was issued during a hearing on appeals from citizens seeking to halt the ongoing stray dog culling campaign in Rawalpindi.
Justice Jawad Hassan delivered a six-page verdict, directing authorities to follow Pakistan Medical and Dental Council guidelines to ensure the process minimizes unnecessary suffering.
The court acknowledged that the campaign was launched in response to public complaints about increasing dog attacks. However, the petitioner’s lawyer argued that these incidents were largely driven by food scarcity.
In response, the court instructed the government and relevant authorities to formulate a balanced policy that safeguards both public safety and animal welfare.
While petitioners demanded an end to the culling, officials contended that the campaign was essential to protect citizens. The court advised the government to consider alternative strategies to prevent dog bites.
The ruling also highlighted that stray animals pose risks not only to individuals but also to public health and safety.
A veterinary officer from Rawalpindi emphasized that the rising number of dog attacks presents a significant danger to the community.
