HRW Reports Over 30 Deaths in Anti-Government Protests in Kenya

Human Rights Watch reported at least 30 deaths in recent protests across Kenya, ignited by government plans to significantly hike taxes.

According to HRW, Kenyan security forces fired on crowds of demonstrators, including those fleeing, resulting in fatalities. While exact figures remain unconfirmed, HRW based its findings on witness testimonies, public information, and hospital records in Nairobi.

HRW’s associate Africa director condemned the use of lethal force against peaceful protesters, urging authorities to enforce accountability and protect civil liberties. The protests initially peaceful, escalated after parliament passed unpopular tax hikes, sparking unprecedented unrest since Kenya’s independence from Britain.

Ultimately, President William Ruto’s administration withdrew the controversial bill in response.

The Kenya National Commission on Human Rights reported 22 deaths and 300 injuries amid protests, pledging an investigation.

According to HRW, military officers allegedly fired on civilians, indiscriminately killing several, including non-protesters. HRW called on international partners to monitor and press Kenyan authorities for transparent investigations into security force abuses.

President Ruto had already reversed some tax measures due to the protests, but the treasury warned of a significant budget deficit. The government cited the need for tax increases to manage Kenya’s substantial debt, equivalent to 70% of GDP. The IMF, based in Washington, had pushed for fiscal reforms to secure vital funding, expecting the tax bill to generate $2.3 billion in the coming year.

HRW emphasized that widespread public outcry should caution against sacrificing rights for economic recovery. Namwaya stressed the importance of a new social contract that ensures fair revenue generation, responsible management, and funds for rights-protecting services and programs.
