Xi and Modi: Is a Diplomatic Handshake on the Horizon at BRICS?

China has confirmed reaching a “resolution” with India concerning military patrols along their disputed Himalayan border, following a significant announcement from New Delhi about a military agreement aimed at reducing tensions.

This development comes just ahead of the BRICS summit, raising speculation about a potential bilateral meeting between Chinese President Xi Jinping and Indian Prime Minister Narendra Modi at the event.

During a regular press conference on Tuesday, Chinese foreign ministry spokesperson Lin Jian stated that, after extensive communication through diplomatic and military channels, China and India have successfully addressed issues in the border area.

Lin expressed China’s satisfaction with the progress made and indicated a commitment to working with India to ensure the effective implementation of these resolutions.

The recent “resolution” marks a notable shift following years of heightened tensions that escalated dramatically after a deadly clash between the two nations in 2020, resulting in the deaths of 20 Indian soldiers and four Chinese troops.

As both leaders prepare to attend the 16th annual BRICS summit in Kazan, Russia, at the invitation of Russian President Vladimir Putin, the timing of this agreement could not be more critical.

The possibility of a handshake or even a face-to-face discussion between Xi and Modi has captured widespread attention, signaling a potential thaw in China-India relations.

Despite the anticipation, Lin did not confirm whether the recent diplomatic progress would facilitate an official meeting between the two leaders during the BRICS summit, stating, “We will keep you posted if anything comes up.”

Analysts from both nations are hopeful about a possible meeting, especially in light of the recent diplomatic advancements.

Atul Aneja, a senior Indian journalist and strategic affairs commentator, suggested that the agreement could be a breakthrough, potentially unblocking many collaborative opportunities that had stalled since the 2020 clashes.

Mike Liu, vice president of the Center for China and Globalization, also noted the likelihood of a one-on-one meeting at the BRICS event, as it has been nearly four years since their last bilateral interaction.

While there is optimism about the potential for enhanced diplomatic relations, caution remains vital. Liu emphasized the fragility of China-India ties, highlighting the importance of addressing outstanding issues such as bilateral trade, Chinese investments in India, and visa matters to rebuild mutual trust. He stressed that a meeting between Xi and Modi could foster a renewed spirit of trust and cooperation.

The recent agreements, as pointed out by India’s External Affairs Minister S. Jaishankar, indicate that disengagement with China has been achieved following the latest pact.

Foreign Secretary Vikram Misri added that intensive discussions between Indian and Chinese diplomats and military negotiators led to the agreement on patrolling arrangements along the Line of Actual Control (LAC), marking a significant step toward resolving tensions arising from the 2020 clashes.

In summary, while the recent breakthrough may open new avenues for collaboration between India and China, both nations must navigate their complex relationship with care, keeping in mind the underlying issues that have historically strained ties.
