Russian police have arrested both current and former energy officials as part of a fraud investigation

Russian law enforcement has arrested both a current and a former deputy energy minister on allegations of fraud, as reported by the Kommersant business daily.

Anatoly Yanovsky, who served as deputy energy minister from 2008 to 2021 and was responsible for the coal industry, was the first to be detained by Federal Security Service (FSB) agents. Following his arrest, current Deputy Energy Minister Sergei Mochalnikov was taken into custody along with three other individuals as part of the investigation into Yanovsky.

Mochalnikov, who was appointed deputy minister in April 2022 after leading the ministry’s coal department since 2014, faces potential charges of large-scale embezzlement and abuse of power. Reports suggest that charges could be formally filed as early as Friday.

The investigation began this summer when it was discovered that several companies had received billions of rubles in government contracts for projects, including the closure of an unprofitable mine in the Perm region, that were never completed.

Yanovsky’s arrest followed the testimonies of other coal industry figures who were detained last year. According to estimates, the direct damages linked to Mochalnikov’s actions total 500 million rubles ($5.16 million), with indirect damages reaching 12 billion rubles ($123.84 million).

Mochalnikov is reportedly cooperating with authorities, who plan to request that he be placed under house arrest instead of in pre-trial detention.
