Pakistan and Romania are moving toward a new era of maritime collaboration following a high-level meeting between Ambassador Dr. Dan Stoenescu, Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry, and Chairman of Karachi Port Trust (KPT) Ateeq-ur-Rehman.
Held at the Karachi Port Trust Board during Pakistan International Maritime Exhibition and Conference (PIMEC 2025), the meeting centered on expanding bilateral cooperation in port operations, logistics, and maritime trade. Both sides emphasized the significance of their geographic locations — the Port of Constanța as the gateway to Europe through the Black Sea and the Port of Karachi as a vital maritime hub for South Asia and the Middle East.
Focus on Maritime Partnership and Regional Connectivity
During the discussions, both countries reaffirmed their shared commitment to enhancing maritime and trade connectivity. They highlighted the importance of building a long-term strategic partnership that could strengthen economic ties and contribute to regional growth.
The two delegations explored avenues for improving port operations, trade facilitation, and logistics infrastructure. These measures are expected to promote smoother trade routes linking Europe, Central Asia, and South Asia. MoU Between Karachi and Constanța Ports to Boost Cooperation
A major highlight of the meeting was the discussion surrounding the Memorandum of Understanding (MoU) between the Port of Constanța and the Port of Karachi. The MoU, which has already been negotiated, is expected to be signed soon and will serve as a comprehensive framework for collaboration.

It will also support green port technologies, environmentally friendly cargo handling, and sustainable maritime practices. Both sides emphasized innovation through smart port integration and multimodal transport systems, inspired by Constanța’s established model connecting sea, rail, and road. Pakistan expressed interest in learning from Romania’s experience to enhance Karachi Port’s operational efficiency and strengthen its linkages to global supply chains.
Capacity building and workforce training were also key points of discussion. Plans were proposed to initiate training and exchange programs for KPT officials and technical staff. These programs will focus on maritime safety, environmental standards, and digital logistics management. The initiative aims to develop a skilled workforce equipped to handle next-generation port operations efficiently.
Expanding Trade and Private Sector Engagement
The dialogue also explored opportunities for private sector participation in maritime trade and logistics development. Both parties agreed that investment in port infrastructure and joint ventures could significantly increase trade volumes and boost economic activity between Europe and Asia.
