The Economic Coordination Committee (ECC) of the Cabinet is set to convene on December 9, 2025, with several major financial and policy decisions on its agenda. According to an official notice viewed by ProPakistani, the Defence Division is expected to request the release of budgeted funds for PIA Holding Company Limited (PIAHCL), a crucial step in ongoing restructuring efforts for the national airlineโs remaining assets.
Multiple Ministries to Present High-Impact Financial Requests
During the meeting, the ECC will also review contract proposals from the Power Division regarding the purchase of electricity. The Petroleum Division is scheduled to brief the committee on the circular debt management plan for FY2025-26, a longstanding challenge that continues to burden the energy sector.
The IT and Telecom Division will seek approval for a technical supplementary grant of Rs. 1.28 billion for the Pakistan Digital Authority (PDA). The funding is intended to support the implementation of the Prime Ministerโs AI initiatives within the current fiscal year, a move aimed at accelerating Pakistanโs adoption of advanced digital technologies.
Additionally, two separate requests tied to the implementation of the Lahore High Court ruling in the Ghani vs. Federation case will be presented. The committee will also review proposed restrictions on chloroform imports and discuss amendments to procedures governing the import of vehicles under the personal baggage, transfer of residence, and gift schemes.
Funding Allocations, Sector Reforms, and Policy Adjustments on the Table
The meeting will further consider the Interior and Narcotics Divisionโs request for the release or surrender of funds under the Cabinet Divisionโs development expenditure for FY2026.
A major financial allocation is also expected: the federal government plans to allocate Rs. 5 billion as a Housing Sector Subsidy through a technical supplementary grant, signaling continued support for housing development programs.
In another significant agenda item, the National Food Security & Research Division will propose winding up the Pakistan Agricultural Storage & Services Corporation (PASSCO). In its place, the division aims to establish a Wheat Stock Management Company (WSMC) as a public limited special purpose vehicle to modernize strategic wheat storage and stock handling.
Officials note that the ECC’s agenda aligns with its typical mandate, which includes reviewing energy pricing, approving import-related summaries, granting supplementary funds, and making policy adjustments necessary to meet IMF commitments. Analysts expect the upcoming session to involve both routine approvals and key interventions aimed at controlling inflation and strengthening national stock management systems.
