ISLAMABAD: The federal cabinet on Wednesday unanimously approved the Hajj Policy 2026 during a high-level meeting chaired by Prime Minister Shehbaz Sharif.
The session also ratified decisions made by the Cabinet Committee on Privatization (July 8), the Cabinet Committee on Legislative Affairs (July 17), and the Legislative Committee (July 25).
Prime Minister Shehbaz Sharif highlighted the critical role of modern technology in enhancing governance and public service delivery, stating that AI would be pivotal in shaping Pakistan’s future.
Hajj Policy 2026: Digital transformation and enhanced government quota
The approved Hajj Policy 2026 introduces full digitization of the pilgrimage operation to streamline services for Pakistani pilgrims. “All necessary facilities will be ensured, and the Ministry of Religious Affairs must implement the Hajj Policy effectively,” PM Shehbaz said.
The government quota for Hajj 2026 has been increased to 70%, with the private sector allocated 30%. The Ministry of Religious Affairs had initially proposed a 40:60 split, but the prime minister directed the change to enable more applicants to benefit from the government scheme. The expected cost for Hajj under this scheme is estimated at Rs1.1–1.2 million.
Arbaeen pilgrimage and Gaza stance
Federal Minister Riyaz Hussain Pirzada raised concerns about the ban on road travel for pilgrims attending the Arbaeen pilgrimage, citing logistical challenges. The government and Shia scholars are exploring alternative routes and solutions.
On Gaza, PM Shehbaz reaffirmed Pakistan’s unwavering support for Palestinians, condemning Israeli atrocities and pledging to push for a ceasefire at the United Nations session in September. He noted that humanitarian aid is already being dispatched via Egypt and Jordan.

- Approved signing a Free Trade Agreement (FTA) with Gulf countries.
- Appointed an anti-narcotics inspector at the Drug Regulatory Authority.
- Reviewed the energy sector, where PM Shehbaz reported savings of several hundred billion rupees through negotiations with independent power producers (IPPs).
