The Higher Education Commission (HEC) has introduced the ‘Stipendium Hungaricum Scholarship Program’ for the academic year 2024-25 in collaboration with Hungary, with the aim of supporting exceptional students.
The program will conduct exams in January and February 2024 to identify deserving candidates for Bachelor’s, Master’s, and PhD programs, offering them scholarship opportunities.
HEC sources have confirmed that this initiative, backed by the Tempus Public Foundation Hungary, seeks to facilitate educational pursuits for eligible individuals. The scholarships will cover various academic levels, accommodating students in diverse fields of study.
The commission is gearing up for the upcoming tests, a critical step for applicants seeking to benefit from the ‘Stipendium Hungaricum Scholarship Program.’
How to Apply
Applicants are compulsorily required to submit online applications on both the Hungarian website and HEC website. Failure to submit online application forms on both websites will result in exclusion from further processing. Hard copies of applications and documents are not required initially, but applicants must retain records of all submitted documents and printed copies of both application forms.
During later stages of the selection process, applicants will need to submit hard copies, including online application forms from both the HEC and Hungarian websites, along with attested photocopies of original documents. Original medical and police clearance certificates will also be required in later stages.
Step (1) Tempus Public Foundation (Hungarian side) Online Application
- All applications must be submitted through the online application system of Tempus Public Foundation Hungary. The application guideline is available at https://stipendiumhungaricum.hu/.
- After registration, applicants can access the application surface and upload the necessary documents. No applications will be accepted without online submission and after the deadline.
- After applying online, applicants should obtain printed copies for their records.

Step (2) HEC Online Application
- Apply online at https://scholarship.hec.gov.pk/. After registration and profile completion, select “Hungarian Scholarship Program.”
- After submission of the application, obtain a printed copy to be signed by the applicant. The HEC online application portal will close on January 15, 2024, at 1600 Hours Pakistan Time.
- Before applying, update the HEC profile with the latest email/cell number and updated information. Complete and submit the application at the earliest, as the online application system will be busy approaching the deadline.
- After successful submission of the application at the HEC portal, retain a printed copy of the application form signed by the applicant.
Additional Information
- Submission of online applications at https://stipendiumhungaricum.hu/apply/ and https://Scholarship.hec.gov.pk portal is mandatory. Non-submission on either portal will result in the non-consideration of candidature.
- All applicants must provide HAT or USAT test scores, with a minimum score of 50 out of 100. Test categories and scores are attached for applicant information.
- Applicants who have taken HAT or USAT test on or after January 15, 2022, may upload the test result on the HEC portal for consideration. Those yet to take the test can register at https://etc.hec.gov.pk/.
- Applications without the minimum HAT or USAT test score (50 out of 100) will not be considered for further processing.
