Government Acts After Net Metering Consumers Face Billing Problems
The Power Division has addressed a major issue affecting solar net metering consumers across Pakistan. Many consumers had complained about not receiving proper credit for electricity supplied to the national grid. These complaints emerged after instructions were issued by the Power Planning and Monitoring Company.
Federal Minister for Power, Sardar Awais Ahmed Khan Leghari, took immediate notice of the matter. The issue gained attention after several consumers reported higher electricity bills. They claimed their exported solar units were not adjusted in monthly statements.
According to an official statement shared by the Power Division on X, the instructions were reviewed without delay. Authorities confirmed that the issue has now been resolved. The revised decision aims to protect consumer rights while maintaining regulatory discipline.
The Power Division stated that the earlier instructions created confusion among distribution companies. This resulted in incorrect billing for some net metering users. The government acknowledged that swift action was necessary to restore public confidence in the solar energy system.
Excess Capacity Identified as Core Reason Behind Overbilling
The Power Division explained that the issue arose due to capacity violations. Some net metering consumers had installed solar systems larger than the capacity approved under their licenses. This exceeded the limits allowed by net metering agreements.
Due to this violation, certain consumers were denied credit for electricity supplied to the grid during the previous month. In some cases, no units were credited at all. This led to unexpectedly high electricity bills and widespread complaints.
The Power Division clarified that completely withholding credit was not the correct solution. Officials admitted that the approach caused unnecessary financial stress for consumers. A revised policy has now been introduced to correct this mistake.
Under the new instructions, only excess electricity units will be excluded from credit. Units generated within the approved capacity will be fully credited. This ensures fair treatment while discouraging unauthorized system expansion.
Authorities emphasized that licensing limits exist for technical and safety reasons. However, consumer rights must also be respected. The updated policy aims to strike a balance between regulation and fairness.
Revised Instructions Issued to DISCOs Nationwide
The Power Division has issued formal directions to all power distribution companies. DISCOs have been instructed to immediately implement the revised net metering policy. This applies to all affected consumers across the country.
Consumers who were previously overbilled will receive adjustments in their next billing cycle. The Power Division confirmed that no eligible consumer will be denied their rightful credit. Billing corrections will be made automatically where applicable.
