US President Donald Trump’s 28-point proposal to end Russia’s war in Ukraine has been presented in Kyiv. The proposal has been revealed to the media to share with the public the key points of the proposed peace deal. Officials confirmed that Washington and Moscow worked jointly on the document. The draft offers conditions largely favourable to Russia and calls for Ukraine to make major concessions. It proposes limits on Ukraine’s military strength, restrictions on NATO expansion, and territorial adjustments.
Furthermore, the document calls for Ukraine to accept permanent neutrality. It also outlines strict conditions for security guarantees from the United States. Ukrainian officials reviewed the proposal as international observers assessed its potential impact on regional security.
Security Guarantees and Military Restrictions Detailed
The proposal states that Ukraine’s sovereignty will be confirmed under a new framework. It also calls for a comprehensive non-aggression pact involving Russia, Ukraine, and Europe. The document suggests that Russia must agree not to invade neighbouring states. It also states that NATO must halt further expansion.
Additionally, the proposal limits the Ukrainian Armed Forces to 600,000 personnel. It requires Ukraine to constitutionally renounce NATO membership. NATO would also adopt a statute blocking any future Ukrainian membership. The proposal further prohibits NATO from stationing troops in Ukraine.
The United States offers a conditional security guarantee with strict penalties for violations. The terms include sanctions restoration, coordinated military responses and loss of guarantees for aggressive actions.
Territorial Arrangements and Reconstruction Plans
The draft recognises Crimea, Luhansk and Donetsk as de facto Russian. It freezes the status of Kherson and Zaporizhzhia along current lines of control. It also requires Ukraine to withdraw from parts of Donetsk it still holds. The withdrawn territory would become a demilitarised buffer zone.
Moreover, the proposal outlines extensive reconstruction plans for Ukraine. These include development funds, infrastructure projects, resource extraction and technology investment. It calls for Russia’s phased reintegration into the global economy. It suggests lifting sanctions in stages and allowing Russia to rejoin the G8.
Humanitarian Commitments and Ceasefire Mechanism
The proposal includes broad humanitarian measures. These involve prisoner exchanges, child reunification, family assistance and victim support. It also calls for Ukraine to hold elections within 100 days. It grants full amnesty to all parties for wartime actions.
Finally, the draft establishes a Peace Council led by Donald Trump. The council would monitor compliance and impose penalties. A ceasefire would begin once both sides withdraw to agreed positions.
