Buying or selling property in Islamabad has long been a cumbersome process, often involving long queues, extensive paperwork, and concerns over the legality of transactions. This scenario is set to change with the introduction of an electronic stamp paper system by the Islamabad Capital Territory (ICT) Administration.
The new digital system aims to streamline key processes such as property transfers, mutations, and sale or purchase transactions, significantly reducing delays, minimizing human interaction, and lowering the risk of fraud.
Islamabad Deputy Commissioner Irfan Nawaz Memon highlighted that the initiative is designed to address public grievances and enhance service delivery, offering citizens a smoother and more secure experience in the property market. The e-stamp system is part of a broader digital transformation initiative aimed at modernizing land records and making public services more accessible and efficient.
With the new system in place, residents will be able to verify property ownership in real time and complete transactions without the bureaucratic hurdles that have historically slowed the process. “I have been waiting months to complete the sale of my flat. If this system works as promised, it will save people like me a lot of time and frustration,” said Huma Khan, a local resident expressing relief at the digital initiative.
Another resident, Mustafa, welcomed the system, noting that digital records are a step in the right direction. “It will reduce corruption and make property dealings much safer for buyers and sellers,” he said.
A spokesperson for the Capital Development Authority (CDA) described the e-stamp system as “a move toward transparency,” emphasizing that it aligns with efforts to modernize governance and improve accountability in public services.
The system is expected to not only simplify property transactions but also enhance trust in real estate dealings, positioning Islamabad as a forward-looking city embracing digital transformation.
By transitioning to paperless property dealings, the ICT Administration aims to provide a secure, efficient, and transparent framework, benefiting both citizens and the broader property market.
