Qatar has announced major updates to its Civil Human Resources Law through Law No. 25 of 2025, introducing new financial incentives for government employees. The key highlight is a QAR 12,000 annual marriage allowance for Qatari spouses. This move is aimed at promoting family stability and encouraging stronger social foundations among Qatari citizens.
The amendment also includes enhanced social and administrative reforms to create a supportive and competitive work environment. The initiative is part of a broader national plan to boost employment in the public sector while aligning with Qatar National Vision 2030 and the Third National Development Strategy.
Performance-Based Promotions Introduced
Alongside social benefits, Qatar has introduced a performance-based promotion system. Two new top appraisal categoriesโโExceeds Expectationsโ and โExceptionalโโhave been added to reward high-performing employees. Those achieving these ratings can earn up to a 150% raise, marking a shift toward merit-based advancement in the public sector.
The reform also consolidates lower performance tiers into a single category, โMeets Expectations.โ Employees falling below this standard will undergo performance evaluations and targeted development plans, ensuring greater accountability and transparency in civil service operations.
Strategy to Empower National Talent
Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa, head of the Civil Service Bureau, called the changes a โbalanced legislative development.โ He emphasized that the new law is designed to empower national talent, raise institutional efficiency, and enhance the delivery of public services. He stated that the reforms were based on in-depth analysis and future workforce planning.
