The U.S. Citizenship and Immigration Services (USCIS) announced imposed a ban on the female transgender athletes from competing in women’s sports. In its latest policy update issued today, the USCIS said that it will restrict visa eligibility for transgender women seeking to compete in women’s sports categories.
Under the revised guidelines, USCIS will treat the participation of male-born athletes in women’s sports as a negative factor when reviewing visa applications in several key categories. These include the O-1A visa for individuals with extraordinary ability, EB-1 and EB-2 employment-based green cards, and national interest waivers for highly skilled workers.
USCIS spokesperson Mathew Tragesser stated that the change is intended to close loopholes exploited by foreign male athletes who change their gender identity to gain what the agency views as unfair competitive advantages in elite women’s sports.
“This policy is about ensuring safety, fairness, and integrity,” said Tragesser. “Only biological female athletes should be eligible to receive visas to compete in women’s sports in the U.S.”
The move reflects broader efforts by the administration of President Donald Trump to regulate transgender participation in athletics. Similar restrictions have already been adopted at the state level in various parts of the country.
Last month, the U.S. Olympic & Paralympic Committee also revised its eligibility policies to align with Trump’s “Keeping Men Out of Women’s Sports” executive order, signed in February 2025. The order bars transgender women from competing in female sports categories — a decision hailed by supporters as a measure to restore fairness in competition, but condemned by critics as discriminatory against a small, marginalized group of athletes.
