SAFE Defence Initiative
European Union member states have reached a landmark agreement to launch a €150 billion (approximately $170 billion) defense initiative aimed at significantly enhancing the bloc’s industrial readiness and collective security.
Known as the Security Action for Europe (SAFE), this ambitious loan-based instrument is designed to fortify Europe’s defense manufacturing capabilities amid escalating geopolitical challenges and mounting security concerns across the continent.
In a statement shared on social media platform X on Wednesday, Ukrainian Prime Minister Denys Shmyhal announced Ukraine’s formal recognition as a partner country under the SAFE programme. This development marks a major step forward in Ukraine’s integration into European defense structures and procurement frameworks.
According to Shmyhal, Ukraine’s participation in the SAFE initiative will allow Ukrainian defense firms to engage directly with European Union supply chains and benefit from the bloc’s joint defense procurement efforts.
He emphasized that this collaboration will not only serve to strengthen Ukraine’s defense capabilities, but also contribute to the collective security of the EU and its partners.
“This is an important and urgent step for ensuring the security of both EU member states and Ukraine,” Shmyhal said. “We are stronger together.” He expressed his gratitude to European Commission President Ursula von der Leyen, the Polish government, and other EU partners for their consistent and steadfast support for Ukraine, particularly in the face of ongoing Russian aggression.
The SAFE initiative is expected to function through the provision of substantial loans to support industrial development, facilitate cross-border defense cooperation, and ensure the EU’s strategic autonomy in military manufacturing.
While the European Commission has not yet disclosed the specific timeline for the programme’s rollout, defense analysts view the decision as a critical pivot towards greater EU solidarity and preparedness.
Ukraine’s inclusion in SAFE further consolidates its growing political and economic ties with the European Union, following its candidacy status for EU membership and ongoing support through financial and military aid.
The move also signals the EU’s long-term commitment to Ukraine’s sovereignty and defense resilience in a volatile regional environment.
