ISLAMABAD: In a landmark move to address the challenges facing Pakistan’s youth, the Prime Minister’s Youth Programme (PMYP) is set to launch the National Adolescence and Youth Policy (NAYP) — a comprehensive framework aimed at empowering the country’s younger population.
Anchored in the “4 Es” model — Education, Employment, Environment, and Engagement — the NAYP seeks to create meaningful opportunities for adolescents and young adults, equipping them with the tools and platforms needed for personal growth and national contribution.
An official associated with the initiative noted that the policy focuses on holistic development, aiming to provide skills, knowledge, and civic avenues that will enable young people to play a proactive role in shaping Pakistan’s future.
Policy Development and Implementation
To guide the policy’s formulation and execution, a dedicated task force has been constituted. The government has also rolled out a nationwide survey to ensure broad-based input from the youth across various regions and backgrounds. The policy is expected to be finalized in the coming months.
Efforts are also being made to communicate the policy’s objectives through mosques, seminaries, and community networks, ensuring its message reaches every corner of the country.
Engagement with Religious and Academic Institutions
The initiative has received positive feedback from religious scholars (ulema), who have acknowledged its potential to promote youth education, moral development, and national unity. In a unique collaborative effort, university and madrassa scholars are being encouraged to work together in shaping an integrated approach to youth development.
Ulema are also being encouraged to play a leadership role in spreading awareness and guiding the younger generation, aligning spiritual, educational, and civic development goals.
Addressing Core Challenges
The policy aims to tackle several pressing issues, including:
- Limited access to quality education
- Youth unemployment
- Environmental degradation
- Lack of civic participation and engagement
As part of its rollout, a consultative session with journalists is scheduled for tomorrow, allowing the media community to provide input and support the policy’s promotion.

The launch of the NAYP is expected to be a significant milestone in Pakistan’s journey toward youth empowerment. With over 60% of the population under the age of 30, the policy reflects a strategic effort to harness the energy, innovation, and ambition of Pakistan’s youth to drive sustainable national progress.
